Student Online Achievement
Resources (SOAR) Now Available: The Military Impacted Schools Association is now offering a new program to help ease the transition
process for military families. Available for children in grades 3-12, SOAR is an internet-based program designed to help students
with math, reading, and language arts. By taking the state learning standards test online, children can identify their strengths
and areas needing improvement and receive tutorial help. Once their child is enrolled in the program, parents can monitor
progress from anywhere in the world. In addition, parents are provided with resource materials to help their child in areas
where they may need additional help.

Operation Homefront and the Saban Family Foundation announce
the 2011 Saban
Military Wife Educational Scholarship. The scholarship is offered to wives
of uniformed service members to attend vocational training
programs in the
medical field.
Applications will be accepted March 1 - May 1, 2011.
The scholarships will
be awarded to recipients on July 1, 2011. The application

SPOUSE TO TEACHER (STT)
PROGRAM: Below is the Spouse to Teachers Information link and Registration packet concerning
the Spouse to Teachers Pilot Program. This DoD pilot program assists spouses of active duty, Select Reserve and National Guard
towards a career in K-12 teaching positions. Along with counseling and referral for the applicants, applicants will be reimbursed
up to $600 for certification tests, such as the Praxis or state specific examinations.

The Armed Forces and their associated relief organizations offer
military spouse and dependents many educational assistance programs. These programs differ from service to service - below
are programs offered by the Air Force:
Air Force Aid Society (AFAS):
General George S. Brown, Spouse Tuition Assistance Program
(STAP): If you are a spouse of an Active Duty airmen or officer stationed overseas, and you will be attending
high school or college programs, then you are eligible for the Spouse Tuition Assistance Program (STAP). STAP provides partial
tuition assistance at a rate of 50% of course tuition with a maximum of $1,500 per academic year. See website below

Servicemembers Opportunity Colleges (SOC) colleges
and universities are dedicated to helping your adult family members get college degrees. SOC consists of colleges that
offer associate and bachelor's degree programs on or accessible to Air Force installations worldwide. SOC colleges form
networks in which each college accepts credits from all the others.
This program guarantees that you and/or
your adult family members can continue toward completion of your degrees even though the military may transfer you several
times. There are also degrees available by distance learning that require no classroom residency. See below link for

CMSAF Scholarship Fund:
The CMSAF Scholarship Fund traces its origin to June 1985 after CMSAF Dick Kisling was diagnosed
with Lou Gehrigs Disease (ALS). As this disease is so debilitating - not just to the individual, but to family and their finances
as well - the AF allowed us to create a Kisling Fund. The sole purpose of the fund initially was to help offset the cost to
his family so that a prolonged bout with ths illness would not deplete his family’s finances. The CMSAF sent a message
out to the MAJCOM Senior Enlisted Advisors asking for their support. Each MAJCOM Chief was asked to solicit/collect $10.00
from every Active Duty Chief in his/her respective command. There was over 5200 Chiefs in our AF at the time. The response
from Chiefs was overwhelming, and the fund was started with over 50K in it - virtually every Active Duty Chief contributed.
The Fund hovered around the 50-60K level until CMSAF Binnicker found a way to boost it to over the $100,000 level.
Chief Kisling
passed away in November 1985 and not a cent of the fund was used for his illness. The purpose of the fund
was changed to one that would support educational scholarships for the sons and daughters of Air Force enlisted members -
active duty, retired, reserve or National Guard. Procedures were established and AFSA offered to administer the fund - at
no expense to the fund. AFSA also offered to have the group of educators who rank ordered their Foundation scholarships to
rank order those who applied for one of the Kisling Memorial Scholarship. It has been a great relationship and 100% of all
funds collected have been applied to scholarships..
With the
passing of CMSAFs Andrews, Harlow and Barnes, the decision was made to change the name of the fund to The CMSAF Scholarship
Fund - with all rules previously established remaining in place. AFSA still does all the work - with little or no credit -
and at no expense to the fund. The main sources of funding for the Scholarships are accomplished by donations from the SNCOA,
CMSAFs speaking contributions, Some Chief’s Groups, some Top Three Groups, and some of the First Sergeant Groups.
Since the
first scholarships were issued in 1987, $228,000 in scholarships have been awarded. As you can see, some years have been lean
while others have been much better. The fund has roughly $125,000 in it now and we will try again this year to award
11 scholarships, with the top one consisting of one $3,000, one $2,000 and the remaining nine at $1,000 each. We will continue
to keep the fund at a minimum of $100,000.
The Committee
follows the recommendations of the scholarship ranking committee EXCEPT, we have a hardship provision in our rules. This means
the CMSAF Scholarship Committee can bypass the rankings and award a scholarship based on individual or family financial hardships.
The rules for this are strict and we’ve only issued five or six of these since the programs’ inception.
